Changing terrain paint

Hello. My name is MArk and I am addicted to RRT3.
Tried to quit several times in the past, you all know the story.
One area in the back of my brain has been thinking about making a map. I want to have a fire that destroys a city. Is there any event where you can change the terrain paint during the game? Or is the map (topography and texture) not changeable?
