Alternate USA - Roosevelt

Hey all first post here.
I have been playing Alternate USA and I am truly stuck with the best approach for Roosevelt and delivering corn. In the few games I have played there are no warehouses. There are only scattered cattle, sheet, and dairy farms. At most I can only get 2-3 farms per location.
Any advice on how to get 35 corn delivered to so many locations over such a large distance?
