I agree with Lama. I think the player should have quite a bit of control if they want to micro-manage. They should be able to ship, or not ship, anything to a particular station if they want. I wouldn't want to disable the cargo flow - I like this feature, I think it's far more realistic than RT2. But I like the idea of having cargo storage buildings where you can store anything.
