A winner will be declared as soon as a continuous rail line from Istanbul to Baghdad has been completed. If the line is not completed by the end of 1914, all players lose.

Historical background
--------------------------
The Ottoman Empire had been a grand power in European politics since the middle ages, laying siege to Vienna twice, and conquering Constantinople, renamed Istanbul thereafter, from the Byzantine Empire in the late 1400s. With the advent of industrialization, however, it fell back behind the Christian nations of Europe. By the time this map puts you in the chairmanship of a railroad company chartered by its Sultan, it had become increasingly weak, economically and militarily. The main reason that the Empire was not divided among Christian European powers was the jealousy among the latter. For example, Britain and France joined forces with the Ottomans against Russia in the Crimean War of 1857, to fend off Russian gains on the Balkans. Yet, at the same time, both France and Britain had their own designs to annex parts of Ottoman territory, like Egypt and Mesopotamia (nowadays Iraq).

After the 1860s, the Sultanate embarked on an aggressive course of modernization, inviting European knowledge and capital to strengthen its military, streamline its administration, and build industry and railroads. British, French, and German businessmen started ventures in the Ottoman Empire, often competing for charters amongst each other. You assume the persona of one of them in this map.

The Baghdad Railway, which was to connect the capital of Istanbul with Baghdad, was primarily of military importance, promising to tighten Ottoman rule over Mesopotamia, which was being challenged by Arab nationalists supported by the British. It also promised to bring the fertile and oil-rich land along the Euphrates and Tigris Rivers closer to the European markets.

German business interests were put in charge of the project in 1885, though protests by Britain and France later led to the opening of the company to investors from those countries. In a multi-player game, the four player characters are representative of these different interests, competing against each other, yet forced to pursue the same goal, the completion of the Baghad Railway.

In reality, the Bagdad Railway was not completed by the time the First World War broke out. The Ottoman Empire ended in 1922, and was succeeded by the secular republic of Turkey in its Anatolian heartland.

Track building
--------------------
There isn’t much industry in the Ottoman Empire when you first start to do business there. Most importantly, there is no steel industry to produce railroad track. You can only import a limited amount of track, and will have to produce the rest yourself. This will be the main challenge in single or multi-player games, if you want to complete the line. You start with 600 buildable track segments (multi-player: 300 per company), but need ca. 2500 to connect Istanbul to Baghdad. You can manufacture additional track by hauling lumber and steel.

1 load of lumber + 1 load of steel = 20 additional track segments

Every year, you can convert up to 10 loads, each, of lumber and steel to new track, up to 200 additional segments per year. It doesn’t matter where you haul the lumber and steel. All loads hauled by your company during the year count, and will be converted at the end of the year.

Examples
--------------------
If you hauled 3 loads of steel and 5 loads of lumber in 1895, you will get 60 additional track segments in January 1896 (3 steel + 3 lumber = 60 track segments; since you have to match lumber and steel to convert them, 2 loads of lumber will not count).

If you hauled 15 loads of steel and 12 loads of lumber in 1905, you will get 200 additional track segments in January 1906 (10 steel + 10 lumber = 200 track segments; because of the cap of 200 additional segments per year, 5 loads of steel and 2 loads of lumber will not count).

During the year, you can check in the status report how many loads of lumber and steel you have hauled in the current year. The annual report that pops up at the end of the year will tell you that you have hauled ‘0 loads’ for both cargoes, since it shows the state of things on January 1st, rather than December 31st. You will, however, be able to tell how many loads of lumber and steel were converted to new track at the end of the past year.

Strategy hints
--------------------
If you want to haul lumber and steel, you will have to build most of the industries that supply and demand these cargoes, and make sure you’ll be able to haul some lumber and steel on your initial network of 600 segments - otherwise you’ll be stuck with no way to expand your line.

To help you get started, industry buying and building will be slightly cheaper until the end of 1889.

If you have lumber and steel mills, but the cargo won’t board your trains, build industries that demand lumber (furniture, toy, and weapons factories) and steel (tool & die, weapons and ammunition factories) in cities served by your railroad.

Um das Verschwinden von Eisenerzgruben während der Initialisierung der Wirtschaftssimulation vor Spielbeginn zu verhindern, wurde in der deutschen Version ein Lagerhaus bei Eskisehir hinzugefügt, das eine geringe Menge Eisen nachfragt.

Historischer Hintergrund
----------------------------------
Das Osmanische Reich spielte seit dem Mittelalter eine wichtige Rolle im Konzert der europäischen Großmächte. Es hatte im 15. Jahrhundert Konstantinopel erobert (danach in Istanbul umbenannt) und das Byzantinischen Reich ausgelöscht. Später eroberte es große Teile des Balkans, und rückte bei zwei Gelegenheiten bis vor Wien vor. Mit dem Anbruch der Industrialisierung fiel es jedoch wirtschaftlich und militärisch hinter die europäischen Staaten zurück. Zu dem Zeitpunkt, an dem Sie in diesem Szenario vom Sultan eine Konzession zum Bahnbetrieb erhalten, war das Osmanische Reich nurmehr ein Schatten seiner selbst, “der kranke Mann am Bosporus.” Nur die Konkurrenz unter den imperialistischen Mächten Europas verhinderte, dass das Gebiet des Osmanischen Reich unter jenen aufgeteilt und kolonisiert wurde. Zum Beispiel kämpften England und Frankreich im Krimkrieg (1857) auf Seiten der Osmanen gegen Russland, um ein russisches Vorrücken auf den Balkan zu verhindern. Zugleich betrieben England und Frankreich jedoch die Annexion von Teilen des Osmanischen Reiches, etwa Ägyptens und Mesopotamiens (heute Irak).

Nach den 1860er Jahren steuerte das Sultanat einen aggressiven Modernisierungskurs. Das Reich öffnete sich für europäisches Kapital und europäische Technik, um seine Streitkräfte zu stärken, Infrastruktur auszubauen, und die Verwaltung effizienter zu gestalten. Englische, Französische und Deutsche Unternehmer investierten im Osmanischen Reich, oftmals in Konkurrenz zueinander. Sie schlüpfen in diesem Szenario in die Rolle eines solchen Investors.

Die Bagdadbahn, die die Hauptstadt Istanbul mit Bagdad verbinden sollte, hatte vor allem militärische Bedeutung, insofern sie eine Festigung der osmanischen Herrschaft über Mesopotamien versprach, in dem sich bereits der von den Briten geförderte arabische Nationalismus zu regen begann. Zugleich versprach die Bahnlinie eine Anbindung des fruchtbaren und ölreichen Zweistromlandes an die europäischen Märkte.

Deutsche Unternehmen wurden 1885 mit der Durchführung des Bahnbaus beauftragt. Englische und französische Proteste führten jedoch zur Öffnung der Bagdadbahn-Gesellschaft für Investoren aus diesen beiden Ländern. In einem Mehrspieler-Spiel stehen die vier Spielercharaktere für diese verschiedenen Interessen. Sie konkurrieren miteinander, sind jedoch gezwungen, auf dasselbe Ziel hinzuarbeiten, nämlich die Vervollständigung der Bagdadbahn.

In Wirklichkeit wurde die Fertigstellung der Bagdadbahn durch den Ausbruch des ersten Weltkrieges verhindert. Das Osmanische Reich endete 1922, und wurde durch die Republik der Türkei abgelöst, deren Gebiet sich jedoch auf das anatolische Kernland des Reiches beschränkte.


Streckenbau
----------------------------------
Zu Beginn Ihrer Tätigkeit gibt es im Osmanischen Reich kaum Industrie. Vor allem fehlt es an einer Stahlindustrie, die Bahngleise herstellen könnte. Sie können nur eine begrenzte Anzahl von Gleisen einführen und müssen den Rest selber herstellen. Dies ist eine Herausforderung, sowohl in Einzel-, als auch in Mehrspieler-Spielen.

Zu Beginn können Sie 600 Gleisabschnitte verlegen (Mehrspieler: 300 Abschnitte pro Gesellschaft). Für die Strecke Istanbul-Bagdad brauchen Sie jedoch etwa 2500 Abschnitte. Sie können zusätzliche Gleisabschnitte herstellen, indem Sie Holz und Stahl transportieren.

1 Ladung Holz + 1 Ladung Stahl = 20 zusätzliche Gleisabschnitte

In jedem Jahr können Sie bis zu 10 Ladungen Holz und Stahl in zusätzliche Gleisabschnitte umwandeln, also bis zu einer Höchstmenge von 200 zusätzlichen Gleisabschnitten pro Jahr.

Dabei ist es unerheblich, wohin Sie diese Ladungen transportieren. Alle im Laufe eines Jahres von Ihrer Gesellschaft beförderten Ladungen zählen, und werden am Ende des Jahres umgewandelt.

Beispiele:

Während des Jahres können Sie im Statusbericht ersehen, wie viele Ladungen Holz und Stahl sie im Laufe diese Jahres befördert haben. Der jährliche Statusbericht zeigt hingegen immer an, dass Sie ‘0 Ladungen’ befördert haben, da er den Stand vom 1. Januar anzeigt, statt vom 31. Dezember. Daher zeigt Ihnen der Statusbericht außerdem an, wie viele zusätzliche Gleisabschnitte Sie am vergangenen Jahreswechsel dazugewonnen haben.


Strategie
----------------------------------
Um Holz und Stahl befördern zu können, müssen Sie die meisten der Industrien die diese Güter nachfragen oder anbieten selber bauen. Achten Sie darauf, dass Sie auf dem Netz, das sie aus Ihren anfänglichen 600 Gleisabschnitten bauen, auch Holz und Stahl befördern können. Andernfalls können Sie sich schnell in einer Falle wieder finden, ohne eine Möglichkeit, das Netz zu erweitern.

Um Ihnen den Einstieg leichter zu machen, sind die Bau- und Anschaffungskosten für Industriegebäude bis Ende des Jahres 1889 leicht vermindert.

Wenn Sie Stahl- und Sägewerke an Ihrer Bahnlinie haben, und Ihre Züge dennoch weder Stahl noch Holz befördern, bauen Sie in den an Ihrer Bahnlinie liegenden Städten Industrien, die Stahl (Werkzeug-, Waffen- und Munitionsfabriken) oder Holz (Möbel-, Spielwaren- und Waffenfabriken) benötigen. Allerdings werden auch diese keine Nachfrage nach Holz oder Stahl entfalten, es sei denn, ihre Endprodukte werden ebenfalls von Bahnhöfen Ihrer Linie nachgefragt! Zum Beispiel hat es keinen Sinn, eine Munitionsfabrik an einer Bahnlinie zu bauen, an der, oder in deren Nähe, es keine Kasernen gibt.

For the bronze, you need to have 5.000.000 net worth and connect Baku, Grozny, Tblisi, and Yereven.

For the silver,  you need to have 10.000.000 net worth, haul 100 loads of Oil and 500 loads of Diesel, and connect Baku, Tblisi, Yereven, and Atyrau (Kazakhstan).

For the gold, you need to have 25.000.000 net worth, haul 300 loads of Oil and 1000 loads of Diesel, and connect Baku, Tblisi, Yereven, Atyrau, and Kursk.

In 1949, the People's Republic of China was founded by Mao Zedong, there were a thousand things wait to be done.

The future of China now depends on revitalizing a mostly ignored railroad system in China's heartland.


The revolution is over, and now China must set its goals to the future.  You have been placed in charge of the Ministry of Railways, and now you will be responsible for the planning and execution of China's rail system.  Being under direct government control you have many restrictions placed on you that you must workaround.

You have 60 years to accomplish all the following goals, good luck!


For BRONZE:
You have been asked to connect the capital city - Beijing to the largest city in China - Shanghai. Then you will have the Beijing-Shanghai railway.
In addition, you need to connect Zhengzhou and Wuhan, as part of the Beijing-Guangzhou railway.
Connecting Changsha and Nanchang is also one of your tasks, as part of the Shanghai-Kunming railway.
Building over 3000 miles tracks and shipping 25000 cars of passengers are also your tasks for BRONZE.

For SILVER:
 Accomplish all the Bronze tasks, and:
From NorthWest region:
Hauling 300 loads of Iron
Hauling 600 loads of Coal
And:
Building 6000 miles tracks
Shipping 50000 loads of passengers.

For GOLD:
Secure all the Silver tasks, and:
From NorthWest region:
Hauling 600 loads of Iron
Hauling 1200 loads of Coal
And:
Building 12000 miles tracks
Shipping 100000 loads of passengers!

In this scenario, rather than being a Railroad Mogul, you shall play the part of the Railroad Mughul.

You are responsible to the Crown, but you will report directly to the Governor General of India. While you have certain advantages, there are nevertheless substantial obstacles to overcome, not the least of which are the Himalayas on one side, and the many rivers of India on the other. May Ganesha smile upon your endeavors!

Following are the goals set out by Her Majesty for your success. They must be completed before the end of 1886:

BRONZE: Connect your original station in Calcutta to the cities of Bombay, Delhi, Karachi and Madurai.
Additionally, have Company Lifetime Industry Profits (CLIP) of at least $5 Million.

SILVER: All of BRONZE, and also connect to Hyderabad.
Additionally, have CLIP of at least $25 Million
OR
Have Company Lifetime Revenues (CLR) of at least $60 Million.

GOLD: All of SILVER, and also connect to Rawalpindi & Darjeeling.
Additionally, have CLIP of at least $50 Million
AND
CLR of at least $150 Million.

Additionally for GOLD, you must connect Calcutta to a total of 50 other cities (inclusive of the seven required above), AND your company must be debt free.

Railroad Tycoon Scenario: Colonial India, version 0.901

NB: Requires RRT3 "Coast to Coast" Patch.

Installation:
·	Place the file called "Logo_EIR.pk4" into the folder at "Railroad Tycoon 3/Data/UserExtraContent"  This is a new logo for this scenario and the program will crash if you do not put it there.
·	Place the file "Colonial India.GMP" into the folder at "Railroad Tycoon 3/Maps"
·	Start the game

Background:
This scenario is loosely inspired by the "Croissants and Crumpets" scenario from RRT2.  However, another user on the Gathering forums named "mosborne" had posted some very good ideas, some of which I incorporated into this scenario.  I made several attempts to contact "mosborne" to ask about collaboration, but his/her e-mail address no longer works.  So I express both my thanks and apologies to "mosborne" here.

As I said, it is "loosely" inspired, but I have expanded it a great deal.  India's first RR ran in the early 1850s, which is when this scenario begins.  To succeed, you have to pay attention to several facets of the game: industry, railroad construction, and cargo management.  If you fail at any of these, you cannot win.  Cargo management becomes especially important, as there will be some things that you must haul, and some things you should avoid hauling…

The Orient Express was the epitome of luxuty travel by land, but it was more than that: it was the first service to cross national borders without lengthy stops. Eventually it linked Paris to distant Istanbul, but at this time the coaches run only to Vienna. The original service also had an easier time of it than you will: they didn't have to build the road, just use it.

You will need fast express service to avoid warnings and fines. Carrying the mail is a high priority. Lastly, you can develop the industrial potential of the backward East, bringing its products to the West and opening new markets.

All conditions must be met before the start of 1914.

BRONZE - Connect Vienna to Istanbul.

SILVER - Meet the BRONZE condition, plus deliver 10 loads of mail to Budapest and deliver 10 loads of mail to Bucharest.

GOLD - Meet the SILVER conditions, plus deliver 10 loads of coffee to Vienna and deliver 10 loads of weapons to Istanbul, AND meet the express speed condition for 15 years total.

"You, just cleaning a toilet room nearby, with open doors, shout into the silence: "Hey boss let me look!"

All gentlemans in top management floor .... laughing... thats a joke... you hear.... and the boss without a smile says:

"Gentlemen, you have no idea. Ok. I'll give a chance to this young guy. Let's see if he can do more than every one of you!"

... quiet again... 

You say: "Ok, what are the conditions for building, what do we have to do, and what money do we have?"

Boss says: "We can start only 1 company, and where we start... there we must continue building track. We can't build unconnected track. We have to connect every city on this map and you have to make $20million of your personal profit. AND,d we have to make our industry in this area profitable... about $40 million, I think."

You are writing the conditions into your diary. The boss looks at you with interest and says: "Ok, young man. I give you $500k as your personal deposit. Maybe some other investors will give you some money. Now, let us see your plan."

You come to the table with the map and start explaining: "At first I'll connect 4 cities: Sydney, Canberra, Melbourne and Port Augusta."

Ausserdem sind ein persönliches Vermögen von 20 Millionen und ein Industriegewinn von 40 Millionen zu erwirtschaften. Bei einem Start mit 500000 musst Du wohl versuchen, weitere Investoren zu gewinnen. Und nun schau auf die Karte hier: als erstes würde ich die Städte Sydney, Cranberra, Melbourne und Port Augusta verbinden!

In the aftermath of World War II, you have been given the task of rebuilding Japan.

You have 25 years - and almost no native raw materials - to make a railroad, an economy, and a nation.


The Japanese need a miracle, and what they have is you.

From the rubble of war you must build a railroad to service this island nation and rebuild its shattered industrial base, using your scant initial resources to import raw materials. By making and exporting finished goods, you can expand the range of items you import and grow the Japanese economy into the wonder of the post-War years.

After 1950 you can buy additional track from overseas at $1,000,000 for 100 units. To do this, put a section of track on the Island Territory south of Yokosuka (press the 2 key to go to this camera view).

- You will have limited amounts of track.
- You cannot start multiple companies.
- You cannot resign as chairman.
- You cannot issue stock.
- Sand, water and oil usage are reduced 90%.

You need to build a railway network in the south, connect many industrial cities, and promote the economic development of the country.


The People's Republic of China has been established, and everything remains to be done. The southern part of China needs to develop, and railways are the first to do so.

This map has 128 cities, and you will experience over 30 events in the 60 years.

Your task is to build a huge and efficient railway network in Southern China. You need to achieve the following goals *by the end of 2010*:

- Bronze -
Connect Chengdu and Chongqing
Connect Wuhan and Guangzhou
Connect Shanghai and Kunming

- Silver -
Connect the cities listed above, and:
Connect 60 cities in total
Transport 150,000 loads of all kinds of goods
Year-to-Date Industrial Profit over 20,000K

- Gold -
Connect the cities listed above, and:
Connect 100 cities in total
Transport 300,000 loads of all kinds of goods
Year-to-Date Industrial Profit over 40,000K

   To play these maps, you need the 1.06 Patch.The five maps are:

   5. Trans Qinghai-Tibet Plateau

   *Known bug: I can not remove "Hospitals" in my maps, but I don't want to pharmaceutical factories. So the hospitals demand nothing, they are just there.
   *Map "China Heartland" is modified from map "Eastern China".

   Most of them are set to start in 1950s, and ends 2005/2010.
   Every player will experience the country's development, from the events I set. And your company will be greatly affected.
   For example, before 1964, you can only use steam engines. Before 1990, no train has a top speed fast than 80 mph.
   The great leap, Cultural revolution, Reform & Opening up, Earquakes, Floods, wars... Many different events!
   I personally love "Trans Qinghai-Tibet Plateau" most. That's a tough task to build tracks in mountains, but interesting!

   I have tested them many times, modified them many times.
   They are all bug free, error free, and not hard to get the gold medal (at least I can). However, please tell me if you find one.

It is the late 1800s and the Russian Empire has taken possession of the Central Asian empires of Khiva, Omans and Turkistan.

But Russia's grip on her new territories is weak. The Karakum desert holds her military in check against the edge of the Caspian Sea.

Build the Trans-Caspian railroad to Taszkent, the seat of Turkistan, & transport selected cargo.

How to Win TransCaspian

Strategy:  Connect 2 port cities and then start on southern or northern route to Taszkent. Start hauling clothing or paper soon into the game. Once Taszkent connected, immediately start hauling goods & sugar. Connect 3rd port, then build track to cotton fields or logging camps.

-------------------
When starting new company, allow full investment by others (this leaves you 10% ownership).
Decide now whether you will start on a northern route or a southern route.
* Southern route takes longer to reach the river where you may wait a while / it is the shorter route to Taszkent / it allows you to start hauling paper very early in the game but for low profit.
* Northern route allows you to quickly reach cotton fields and the river where you may wait awhile / you make good money hauling clothing & running textile mills / swing track to Perovski to tap into meat industry

For either route:
* Accept all the offers which increase track.
* Buy maximum track every year even if you go into the red.
* Accept offers to increase train speed.
* Always have a train waiting at the mill/port for a load (this is critical)

If going the northern route, connect Krasnovodsk to Buchazi.  Immediately start train service between all connected towns and between the ports:  this is a good money maker.  Build a textile mill at/near Porsu.
Start & build track from Krasnovodsk to Porsu.  This will take a couple of years.
Immediately start train service between Krasn & Porsu – at least 3 trains.
Also set up custom consist trains to haul clothing to Krasn & Buchazi: 4 loads, return with 8 cars but no minimum.
Build a tool & die at Krasnovodsk and Buchazi.
Upgrade the textile mill at Porsu and build another one.
Buy all the cotton fields as you can – this stops them from disappearing.
Once past the river, build to Perovski and then down the river to Taszkent.
When Syr Darya opens, build a textile mill and paper mill in Taszkent.
Build a meat processing plant at/near Perovski.

If going the southern route, connect Krasnovodsk to Tszikish.  Immediately start train service between all connected towns and between the ports:  this is a good money maker.  Build a paper mill at/near Tedzen and a lumber mill soon after.
Buy all the logging camps as you can – this stops them from disappearing.
Build a paper mill at Perewal.
Start & build track from Krasnovodsk to Achabad.  This will take a couple of years.
Build a tool & die at Krasnovodsk and Buchazi.
Immediately start train service as you connect towns.  Start at least 3 trains between Krasn & Achabad.
Start building a gentle arc to Czardzu on the river, far enough to add a spur line to connect to Tedzen.
Upgrade the paper mill at Tedzen and build another one.
Set up custom consist trains to haul paper to Krasn & Tszikish: 4 load minimum
Set up a custom consist train (no paper) to run from Tedzen to other towns returning with any cargo.
Accept the deal to add new forests in Persia.
Set up trains to haul pulp and logs to Tedzen from the forests.
Continue building to Czardzu with spur to Merv.
Once past the river, build to Buchara and then either over the hill through Samarkland or around the hill through Nurata to Taszkent.  Set up service trains along the way.
When Syr Darya opens, build a textile mill and paper mill in Taszkent.

After you reach the river, General Annekov will offer a deal to haul weapons & ammo.  Set up several custom consist trains to do this – they will be very profitable.

When the Omans or Khiva district opens after reaching the ammo & weapon haul goal, immediately build a textile mill & lumber mill in the Khiva district or paper mill in Omans district.  You will connect to the mill AFTER you connect to Taszkent.

WHILE SITTING AT THE RIVER, allow your track supply to build.  Also allow your company cash to increase: it will take about a $million to build a bridge. Double track at stations and tend to your trains.  Invest into industry & farms.   You will not wait more than 2 ½ years at the river.

AFTER REACHING TASZKENT, immediately start trains hauling goods and sugar to Taszkent.  Use the bonus track to connect to the third port and then build to the paper mill or textile mill, depending on which is not yet connected.
* At Tszikish port, set up custom consist trains hauling 7-8 cars of sugar to Taszkent and returning through a string of towns with no minimum, 8 maximum.
* At Krasnovodsk port, set up custom consists with 3 goods, 3 sugar, one any cargo to Taszkent.  Return through several stops with no minimum, 8 maximum.
* At Buchazi port, set up custom consists with 7-8 cars of goods to Taszkent, returning with no minimum, 8 max through several stops along the way.
* At Taszkent, set up custom consist trains to haul mix of clothing & paper to Krasnovodsk and the other closest port.
* Set up several trains to haul ammo & weapons between all towns with a military depot.
Set a camera view (SHIFT 0-9) at each port, at Tedzen and at Porsu to monitor if new trains are needed to haul off cargo.

As the game progresses, invest into industry (meat processing plants, furniture, dairy, etc) and buy farms.  Keep buying stock in your company.

Once a cargo goal is reached, for instance 100 paper are hauled to a port, reset all the paper hauling trains to haul any cargo between Tedzen and new cities – retire some of the old engines.

If one cargo begins to lag far behind the others, set the haul trains on priority and watch the station closely to keep a train always waiting for this cargo. Upgrade the trains to the fastest engines.

Since 1950, many trunk railways have been built and opened: Chengdu-Chongqing Railway, Longhai Railway (Lianyungang-Lanzhou), Baoji-Chengdu Railway, Chengdu-Kunming Railway, Shanghai-Kunming Railway, etc. Major cities in the western region are connected by railways.
However, there remains one city that is significant but hard to reach: Lhasa.

For half a century, people have been researching the plans for building a railway to Lhasa. The Qinghai-Tibet Plateau has a high altitude and harsh natural environment, so the country was unable to accomplish it. 

Finally, on July 1, 2006, the long-cherished wish of many years was realized - the Qinghai-Tibet Railway was officially opened to traffic. This is a heavenly road built in high altitude area, from Xining of Qinghai Province to Lhasa of Xizang(Tibet) Autonomous Region. This railway has brought earth-shaking changes to Tibet.

Your task is to build a railway network in Western China and connect Lhasa. You need to achieve the following goals *by the end of 2006*:

Chengdu (Your starting point)
Kunming
Xi'an
Xining
Lhasa

- Silver -

Like the American transcontinental railroads it was built simultaneously from both ends.
The railway's eastern end began near Vladivostok in 1891.
Work on the western end began some time before that.
Your job is to oversee the building of this gigantic enterprise.
You are in control of two wholly owned railroad companies, one at each end of Russia.
It is up to you to manage both of them by switching chairmanships.

1. Connect Moscow to Vladivostok.
2. Haul 6 loads of Coffee(tea) to Moscow.
3. Haul 6 loads of Troops to Vladivostok.
4. Haul 6 loads of Weapons to Vladivostok.

6. Have the company debt free.
7. Have a Company Book Value of at least $30 million.

SILVER:
All bronze goals, plus you must meet whatever challenges the Czar demands of you.

GOLD:

The Trans-Siberian Railway is the longest continous railway in the world. Like the American transcontinental railroads it was built simultaneously from both ends.

The game has a number of special features:
The player owns two railroad companies at each end of the map. Since there is limited track they both must build to the center to complete the railroad in time. The requirements for the bronze goal is known, but silver and gold depend on random events.
The game also has RR managers. Each of your railroad companies may hire managers to help its operations.

Notes
1. The harsh weather of Siberia often causes floods which wash away single span bridges.
2.The AI controlled RRs set their dividends Dec. of each year. You should inspect the company you currently are not the president of at that time to undo any dividend changes you do not want.
3. The AI controlled company that you are not in control of will spend your company's money on farms and mines if you let too much cash accumulate in the company treasury.
4. Higher difficulty levels reduce track per year.

I've tried to label the cities with their common names at the time of the setting.
Dates are Gregorian even though many histories list Russian events in the Julian Calendar while most of the world used the Gregorian Calendar. To match Russian with world events I decided to use only one calendar for the game. The Julian being 12-13 days behind the Gregorian. (Russia switched to Gregorian in 1918.)

Some historic event dates are slightly randomized so as the game doesn't get too predicable if one is to play it several times. Gold and Silver Goals are randomized and it may not be possible to always win them.

The person your player most closely resembles was Prince Mikhail Ivanovich Khilkov, Minister of Communications (1834-1909).
In 1860 Khilkof undertook two visits to Europe and America, one time taking a job as a simple workman with an Anglo-American Transatlantic Railroad Company (in North America). In a matter of years he rose to manager of rolling stock and traction. Khilkov then traveled to England where he worked as a shipwright for a time. After returning to Russia in 1880 he was appointed head of the construction of the Kizil-Arvat branch railway but in early 1882 at the invitation of the Bulgarian Government, he became their Minister of Social Works, Trade and Agriculture, and contributed significantly to the country's economic progress. In 1885 he returned to Russia and worked on the Trans-Caspian railway, in 1892 he was appointed by the Government as Director of the Privishyanskaya railway.

In 1894 Prince Mikhail Ivanovich Khilkov was made Chief Russian Railway Inspector. In 1895, by Imperial decree, the Czar made him Director of the Ministry of Communications. During this time he was thoroughly involved in the construction of the great Siberian Railway. From 1906 to 1909 he was a member of the Council of State.

Included is a portrait of Mikhail Khilkov. Update your company books with this and change the name to his.

Simple! Just connect Xining to Lhasa and make a profit, within 20 years.

Recommended start date: 1995.


You have been retained to connect Lhasa to the Chinese heartland. Since this is a prestige project, your company will be allocated the enormous sum of $10 million at the outset; and you may then borrow as much as you need to complete the task. There is also a handy bonus for connecting Golmud to Xining within 5 years. All the Rail Ministry requres in return is that you give them a net return on investment (no bonds outstanding) within 20 years.

You are working on a BOT basis, so the Ministry will take over the railway assets at the end of the 20th year. Feel welcome, however, to invest, via your family company, in any local industry assets that catch your eye.

Winning ...

	Bronze:
		Connect to Lhasa and pay off all bonds of Qinghai-Tibet Railway within 20 years.

	Silver:
		The above, plus Player Net Worth of at least $20 million.

	Gold:
		The above, plus Player Net Worth of at least $50 Million.

Special: For an extra challenge, try the harder settings available at the start of the scenario.

Note: The desert area just north of Xining is intended to populate with several farms; if you do not see any farms in that area at startup, try restarting the scenario.

Background:

It has been a year or two since my previous map, and since the last one was set in China, I decided for a complete change of pace to do one of Southern England in Brunel's time. Lots of events, very tricky. But Southern England is quite flat, so to take a rest from that, I started a simple one - of the Qinghai-Tibet Railway. As it seems (with one reservation, noted in the briefing) to work quite well, I have submitted it in the hope that others will enjoy it as much as I have.


General:

There is only one player - you -  but you do have two fully-owned companies that you can operate to increase your PNW, the idea being to run one as a railway and the other for private industry investment. Although there is nothing to stop you starting a line with the private company if you so choose, note that it doesn't get 'friendship' loans from the rail ministry, and rail operations may not be its most profitable investment opportunity in any case.

Stock activities are disabled; you can't start or merge companies, and you can't be fired as Chairman. All track built must connect with existing track; there are however 3 pre-built stations you can start from; Xining, Golmud and Lhasa.

Apart from changing the game settings on loading the scenario as usual, there are 3 cash/credit alternatives available at start-up, for players who find the initial cash/credit/prime rate settings too easy. I have won silver, with effort, on the 'hard' alternative at 'medium' scenario setting; the warning that the third alternative is 'impossible' should be taken seriously, even on 'medium' scenario setting.

All trains, except Orca (whales in Tibet, as if), are permitted. Though it's possible to start at any time after 1870, the scenario can be extremely difficult if started any earlier than the middle of the 20th Century, although hardcore masochists are welcome to make the effort.


Underlying ideas:

Tibet is noticeably hilly; further, this is a big map. The starting cash of 10 million seems huge until you actually start trying to lay track to other places. Also the 'friendship' loans from the Ministry can be quite addictive if one is not careful. Finally, the private side company needs careful management it is to make a meaningful contribution to the kind of profits needed to claim gold. Hence I have not cluttered the scenario with a lot of distracting events, and have also kept it short, at 20 years.

The main focuses of the scenario are:

1. Precision track-laying and station building; this is not a map where you can just build a lot of straight track between A and B and expect a gold medal, unless you are 'cheating'. The map offers several opportunities to choose either civil engineering that will devour your credit, or roller-coaster routes that will devour your locos;

2. Taking advantage through the private company of investment opportunities offered by the opening-up of new destinations by the railway, and strategic placement of new industries;

3. Careful management of debt, rather than stock. A well-run railway will be able to borrow interest-free in some economies, but if you arrive at, say Nagqu, with maxed-out debt, you are liable to experience major difficulties making the final connection to Lhasa. Likewise, given aggressive, yet prudential, debt management, the private side can be 'gushing cash' within a few years of 1995;

4. Most of all, however, it is meant to be fun! Try locking on to some of your long-haul trains; the effect of travelling through the stunning Tibetan landscape can be amazingly lifelike, and demonstrates what a brilliant game RT3 is, even 8 years on...


Known issues:

As noted in the scenario briefing, there is an issue in that sometimes the desert just north of Xining doesn't spawn farms as intended. I have pointed this out in the briefing as it results in the 'medium' scenario difficulty setting probably being harder than medium difficulty. If this problem arises, it's probably best to restart until the area populates properly with agriculture, unless, again, you want more of a challenge. The alternative would have been to start with a pre-populated map but in testing I found that the major loss of randomness wasn't worth the trade-off of the minor inconvenience of a restart.

I do not pretend that all the landmarks are in the right places. The map is big and is slightly compressed horizontally to fit. Further, maps of the area (particularly ones of the actual railway) can be quite inconsistent with placement of even major features, such as Qinghai Lake, quite apart from 'cities' - Golmud, the third largest city in the area after Xining and Lhasa, has a population of 200,000, and I suspect some of the others are not much more than mountain hamlets. I have also left out a large number of rivers and lakes, whose placement seemed to be doubtful.

Map coloration is based on study of a number of pictures, both terrestrial and from space, noting that colors can change quite a bit depending on the time of year, source of the picture, etc.

For those interested, the actual line runs more or less due west from Xining to Golmud, then Amdo-Nagqu-Damxung-Lhasa. There are plans to extend it to Nyungqi, I assume along the course of the Brahmaputra. Do not try this at home!
