I upgraded from Win 8.1 to Win 10 and my RT3 installations (see "Installing RT3 on Win 8.1") work as they did before. No problems!

As you can see in the industry flow chart, coal and oil are the required resources.
But - my experience with some arop maps - you have to be very patient till these industries change from "red" to "black"!

I left it the same way as in the original, i.e. corrected the briefing text, which means, that you can build and buy industries.
