It's not percentages, but "levels."
Production -50% = 50% production level
then
Production +50% = 100% production level
if you do instead
Production +100%, you arrive at 150% total.

I checked, and it turns out it only works if you got Gold. The event that would give you 10k track after the game time has elapsed evaluates a year to late. Fix: Find the event "Track: pre=End" in the track section of the event list, and change the trigger to "Years Elapsed = 24"...

My suggestion does not require you to start the game - "when track is placed" can safely be triggered while in editor. The only way that would ruin your map is if it triggered a loss or medal, b/c then, no further events would trigger.
