It just occurred to me that freight travels over lake and ocean, as long as there is a port at each end of the trip. And if the cargo flows, then there must be a demand gradient. If the newspaper doesn't report, then there is a problem with either the conditions or the effects of the event. Can you post a screen shot of the conditions and effects? You can use cities to confirm connection events. You don't really need city sized territories unless there is something else goin...

Your event labelled 'The Church' is flawed. That is why the sequence did not trigger. You should remove the 'Force Test Against Territories' line in the Conditions. Only the Tithing sequence triggered.
