This scenario has a couple of events/requirements. Starting in 1834, Connections from Brooklyn to Jamaica prior to 1840, and Greenport prior to 1844. Both of which were completed a few years prior.
At that time, a notation appeared, indicating that now there is transportation between NYC and BOS, which will open in 4 months. I would then assume that the city of NYC would then authorize "track and trains" to operate, or which is a restrict.
Nothing happened after 4 months. Well, not even after 1847.
However, rereading the .txt message of the documentation, there is a statement that there are a number of events which has to be completed before "1945 to 1960". This could be a typo of the date, but I don't know if this scenario is to continue until that time. The reason I mention the possibility of a typo, as there is a notice/event which the creator triggers around 1844, that after 4 years of operation, the line was no longer feasible.
Oh, and although the mention of transportation is now available between NYC and BOS, BOS is not on the map.
