Can camera axis be inverted separately?

Can camera axis be inverted separately?

I have recently installed RT3 and find that its camera controls are counter-intuitive to what I have learned to use in other games. For example, when I want to look at a building from the left, I may end up facing the sky instead. There is an option to "Invert Camera" under Camera Controls. If I check it, the Zoom function on the scroll wheel is inverted, while left/right and rotation are unaffected as far as I can see. (I tried restarting the program to and it didn't cause any changes.) The scroll wheel behaves correctly by default.

In particular, I want to invert the camera tilting so that mouse "down" with the button depressed would decrese the height of the camera and lower it closer to the ground, and mouse "up" should move it higher above. And I also think that scrolling with other mouse button held down, should not scroll the "map" but instead the "viewport" (as in Transport Tycoon). Can I set negative scroll speeds somewhere to accomplish this?
