Has anyone else noticed that Plastic cargo appears in 1935 and Plastics Factories can not be build until 1945? Is this a bug or an intentional design decision? I have updated the plastics factory BCA file to use the 1935 start date. I'll make it available if there is interest in this adjusted file.

I've always thought that factories began to demand plastic before plastic could actually be produced in order to create demand for plastic once the stuff becomes available.

The Plastics Factory is the only industry that starts later than it's cargo. It always appeared to be an error because of this inconsistancy.
