Adding a custom chairman picture or modifying an existing picture

Hi all,

I've been wanting to add or change a picture of a chairman. New name and new picture.

HOW? WHERE? WHAT?

I thought I saw a meathod once long ago ... but can't find it.

I can't offer a full answer because I have not yet attempted this.

In the RT3 folder, look at UserSkinningTools / PlayerPortrait folder. Click on the PlayerPortrait.exe and click on the Help. This provides some information but not all the details.

I'm certain that Nedfumpkin knows the full answer. Maybe he'll chime in on this post.
