Missing hotels/PO/Tavern/Rest

HI, I just recently picked up the game again (I now have the time) and have updated to 1.06. After a few struggles I got it working on Win7 64bit. (I've got an NVIDIA Video Card).

!$th_u$! Thanks to all for keeping this forum/website existing. It's given me a lot of information that will make the game very enjoyable (again) !$th_u$!

:?: I've noticed that the hotels/PO/Tavern/Restaurants are no longer available for construction - SOMETIMES! While trying to investigate this problem, I've rebooted, restarted, etc. At one point the hotels, etc. were available. Usually they are not. What can I do to insure that these structures are available?
I've tried under Easy, Normal, and Hard settings. Go West, Germantown and Central Pacific.
The files are present in the Data-Building Type folder.

Any help?
