Can't build Oil Refineries

In the scenario that I have made using Mr. Scotts blank USA base map, I can't build oil refineries. The year is Jan 1865, however the Trainmaster supply chain guide says that oil refineries are available from 1856. I've also checked in the editor, in the industry (overall) option if the oil refinery is checked and it is.

Sort of yes and no. The year that oil refineries can be built by the player is 1866, however, from 1856 on it can make chemicals, not petroleum. These can be added by event or placed on the map, just not built by the player.
