Yes, 3D Model Converter is not free. I figured out a work-around for using the free version a few years back. There is a thread here somewhere about that. Blender has always been free. Click here to download it.
Edit to add: Just be aware that the installation has some "toolbar" offers and such. Just pay attention when going through the install prompts and say no to those.

I do not think you can increase a map size. But, you can make another map to the size you want. I have done it a couple of times. The hard part is filling in all of the detail- rivers can be a real PITA. WolverineMSU is the go-to guy for maps. If you can catch him I bet he will make a base map for y...

You can definitely change the engine specs. It is the same as changing buildings, which I am quite familiar with, but I have not ever monkeyed with engines. Just saw your post Hawk. I would repaint it for Shamough if he so desires, but he needs to make sure he is done with the fixes. For what it's worth, I really don't know what he is "fixing". I breezed through this map. It sounds like he is making it way too easy IMO.

I have never experienced map graphics degrading during the actual gameplay. From what I know the degradation occurs because of the randomization of the map graphics when the game is started (it softens edges and adds randomized "noise"-etc). This may vary depending on your PC. I don't expe...

AFAIK there is no way to transfer map scripting (logic) from map to map in RT3. Your only option would be to repaint the map that has become blurred from saves.

The folks running that site may indeed be wary of a first post that has an agenda like that. You might have to ease your way into those sites with an intro message, etc. Whether or not you will find people who will actually be a part of that Wiki is debatable, but it is worth a shot.
