That doesn't sound like fun at all.

A 20% speed reduction is a big hit. Might have to think about a new CPU.

Just think about all the Intel processors out there on servers that the Internet runs through. From what I understood about it, the more percentage of processor usage, the slower it will run. Some could be hit as much as 30%.
Some of those server processors, I'm guessing, get a good bit of usage on them. That doesn't necessarily affect download speeds of connections, but it could affect connection times.

I have an old antiquated (about 11 or 12 years old) Athlon so this won't have any affect on me, either way: Age or manufacturer.

Well, now AMD chips are cactus too. They've found another exploit, that has been named "Spectre", and affects ARM and AMD chips as well as Intel chips. In fact, just about every chip on the market is affected, and the best part is there is no fix available at this point in time.

Meltdown can be patched. Spectre currently cannot be patched.

Twitter doesn't work for me, probably because of one or more of the add-ons I have for PaleMoon, but I did find another article about Meltdown and Spectre.

Note one line in that article;
AMD said it believes there “is near zero risk to AMD products at this time.”
A couple more quotes from that article.
Meltdown is currently thought to primarily affect Intel processors manufactured since 1995, excluding the company’s Itanium server chips and Atom processors before 2013.
The Spectre flaw affects most modern processors made by a variety of manufacturers, including Intel, AMD and those designed by ARM...
