Train Fever is on sale for $21 at Steam until 10 AM PST tomorrow - Thursday. Is it worth it at that price?

edit with under 3 hours to go. 68 was the meta critic rating and the below synopsis had a 68 rating. I think the killer in the ratings is that it is a sandbox game with no objectives. Oh well.

Loosely based on products such as Sid Meier Railroad Tycoon and Transport Tycoon, Train Fever is a deep and complex business game, able to give fun to fans of public transport and its history. A too-heavy graphics engine, the lack of tutorial, unusable menu and the pure sandbox nature ruin part of the value of the work.
Quality is Job 1.01

Not really a bad thing especially with this type of game. Wasn't Transport Tycoon basically a pure sandbox game as well?

Judging by the reviews, it seems they had to halve the price because the game is crap.

It's not bad but neither is it the RRT 4 we are waiting for. Graphics are pretty and passenger trains work well. Ability to use sidings and signals is a nice touch, although very poorly explained (like most features in the game). Freight trains, however, are still kind of an experiment with very simple cargo system. Since there still isn't a way to prioritize trains, a slow freight train can block the whole route from express trains. Laying rails also needs improvements. Overall, it's a promising and developing game but not yet ready. Worth the price if you like a transport sandbox and have a fairly powerful computer.

I'd agree very much with this. It's by no means a bad game, however it just doesn't have the same feel as railroad tycoon.
I still find it quite enjoyable to play, however it does have it's fair share of annoyances.

I'd describe it as somewhere in as somewhere between railroad tycoon, transport tycoon (and its variants/spin offs), and cities in motion.
The primary focus is definitely on transporting passengers, with freight as more of a a side addon, beneficial to help cities grow.

For those of you who prefer to avoid steam (for quite valid reasons) I'd like to point out that the game is now also available on GOG at http://www.gog.com/game/train_fever, free of any nasty DRM.
